How is it possible that the liability is publicly available on the website?

The legal basis for submitting an offer of liability sale at www.kupdlugi.pl in order to sell it (when the debtor is a business entity or a natural person):

We offer liability sale of debtors (natural persons and business entities), whose data is provided on the basis of Art. 23, paragraph 1, point 5 and paragraph 4, point 2 of the Personal Data Protection Act of 29^th August 1997 (Journal of Laws of 2002, No. 101, item 926) in connection with Art. 509 of Act of the Civil Code of 23^rd April 1964 (Journal of Laws of 1964, No. 16, item 93), and in connection with Art. 4 of Act on providing business information and exchanging business information of 9^th April 2010 (Journal of Laws of 2010, No. 81, item 530). In accordance with the above mentioned regulations, sharing personal data of debtors is permitted in the case of claims based on economic activity, including liabilities purchased by the bidder on the basis of contract of liability transfer, in order to sell liabilities by means of public notice.
